Why use PDF Tools Pro
Drag-and-drop order
Rearrange the files before merging. Need to fix individual pages afterwards? The Reorder Pages tool can move, rotate and delete them.
Original quality
Pages are copied as they are. Text, images and vector graphics are not re-compressed.
Private by design
Files are combined inside your browser or the Windows app. Nothing is uploaded, so it is safe for personal and business documents.
Works offline
Once the app is loaded or installed, you can merge PDFs on a plane or without Wi-Fi.
Free and Pro
Free plan: up to 5 files and 50 pages per merge, files up to 10 MB. Pro removes these limits. Pro is a one-time purchase, not a subscription.
Questions
Are my PDFs uploaded when I merge them?
No. The merge runs entirely on your device. You can disconnect from the internet and it still works.
Can I change the page order after merging?
Yes. Open the merged file in the Reorder Pages tool to drag pages around, rotate them or delete the ones you don't need.
Can I merge images and PDFs together?
Convert the images first with the Images to PDF tool, then merge the result with your other PDFs.
Does merging reduce quality?
No. Pages are copied without re-encoding, so the merged PDF looks exactly like the originals.
